Although there is no guarrantee that it will work, it may be worth explaining your situation to the Australian and New Zealand embassies. If you point out that you had the visa but never worked (and didn't even enter Australia) then you may get lucky.

The WHV laws are changing all the time and generally they are becoming more liberal in granting longer visas to more nationalities. For instance from 1 November 2005, Working Holiday Makers who have worked as a seasonal worker in regional Australia for a minimum of three months while on their first working holiday visa, will be eligible to apply for a second Working Holiday visa and stay for a further 12 months.
