A lot of hostels (but not all) sell phone cards although virtually all corner shops and newsagencies sell them too.

Can I buy a phone card in Australia at my first hostel/hotel? Is it sensible to do so, assuming I want to make assorted calls from public phones, mainly within a single State?

Phone cards plentyful. Rate about 1 or 2 cents a minuet plus connection fee. A good deal i found.Get them anywhere no problem.
