Cottesloe and Scaborough are quite different, but you would probably be happy with either choice. Both have an element for backpackers.
Cottesloe is a more upmarket area. It has a long esplanade, low level buildings, and lots of green grass and pine trees. Cottesloe is popular with uni students and professional types. There is a backpackers there, which I can't quite remember the name of. It has a section for backpackers, and it has a hotel section also. The Cott (Cottesloe Hotel) is on the corner, and I believe it can get quite packed, I think it has a good Sunday Session.
Scarbourough (or Scabs) is not as pricey. It has a longer and wider beach than Cottesloe, and the surf can get pretty good. More of your grungy surfer type goes there. There is a lot more accomodation in Scabs, which ranges from backpacker to apartment hotels, and of course Ob City, which you cannot miss, as it is the only building that big on the WA coast. SunMoon is nice if you have the money. There is the Lookout which often has bands play, and there is a nightclub which ajoins it, once the pub part closes. It is in the Observation City complex. There is an Irish Pub, and a few resturants too. There is a supermarket accross from ob city which may be handy if you are selfcatering. One thing that Scabs has is a market, but the markets at Freo is superior.
Both are serviced by buses, but it will probably take at least 20-30 minutes to get to the city from either. I would look at a map and see where you would be planning to spend most of your time. For example the Boat Harbour at Hillarys is a 10 minute drive from Scabs, but Freo and Subiaco will be more accessible from Cottesloe.
Have fun on your trip - I really miss Perth, and the beaches there are wonderful, long, white and clean, you'll have a great trip no matter what your choice
