Unhappy Tourist or transit visa? Please help!

I am currently working in London with a work permit and I am going to my home country, Chile, in December coming back beginning of January. I got tickets with American Airlines that stops in US twice; first 7 hours and when I get back 10 hours. I would like to visit NY during that time. I called the embassy and they told me I should pay for the tourist and the transit visa what I can not believe. Should be enough to get the tourist visa?, I have good records and I understand they issue that visa for 5 years. It is that true? And can I get the tourist visa saying I am going to stay just 7 hours 1 day and then 10 hours a different day? I have already a friend's address in NY so I can say I am visiting him. Please I would highly appreciate your help!
