Default Working holiday visa

I met my girlfriend 3 summers ago while she was on a working holiday visa and she wants to come back to the uk to live with me. She'll need to be able to work while she's here and we can't provide sufficient evidence for the partnership visa. She doesn't qualify as a highly skilled worker and she doesn't have uk ancestry.

I was wondering if she'd be able to apply for another working holiday visa? I know it's meant to be a once in a lifetime visa, but do they really check this, and if so, is it just checked against a specific passport?

Failing this, does anyone have any other suggestions as to how else I can get her back into the country with the ability to work?
